Cost Estimating Manual

This document provides a consistent approach to cost estimating policies and procedures including
estimate quantification, estimating pricing, estimate review, estimate documentation, estimate
communication, and management of estimate data. At the same time, it provides guidance on how to treat
the common and recurring challenges encountered in the estimating process. The underlying estimate
assumptions noted in this document are intended to apply to projects typical to Washington State
Department of Transportation (WSDOT) experience.
Assumptions should be adjusted as needed, utilizing sound professional judgment, in the case of unique
projects or if project-specific conditions warrant.
Larger, more complex projects should go through an alternative more extensive analysis commensurate
with risk during the scoping phase to obtain a preferred alternative so that a more accurate cost estimate
can be developed.
